GENERAL POSITIONS
 
 
1.1. Social organization, “International Social Organization "International Union of Cossack Forces" (further- ISO IUCF or the Union) is an international non-profit organization established on the basis of common interests for joint implementation by citizens of their rights and freedoms.
1.2. Union is created and operates with international status. The Alliance covers the territory of Ukraine, the Russian Federation and other countries.
1.3. The main principles of the Union are: voluntariness, equality of members, legality and transparency.
1.4. The Union is free to choose areas of activity within the limits stipulated by the legislation of Ukraine and this Statute.
1.5. The Union is a legal entity from the registration in the prescribed manner, may open accounts in banks, have their own press, corner and rectangular stamps, emblem and other symbols, examples of which are approved by the Atamans.
Symbolism is registered in the procedure established by legislation.

2. GOALS AND OBJECTIVES OF ISO "IUCF"
2.1. The objective of the Union is contribute to the revival of historical, patriotic, economic, cultural, spiritual and moral traditions of the Ukrainian Cossacks in public life and state building of Ukraine, promoting the Cossack movement, which supports the descendants of the Cossack families, individuals who identify themselves as Cossacks and Cossack organizations , defending national Cossack idea to protect the political, economic, cultural and historical heritage of the Ukrainian people, are involved in providing spiritual development, strengthening and improving the physical health of the moral qualities of Ukrainian society, using the achievements of many generations of their predecessors, as well as to satisfy and protect the legitimate interests of their members.
2.2. To achieve this objectives the Union have set itself the following objectives:
2.2.1. Promoting the overall development and approval of the Ukrainian Cossacks with its potential for the state and society;
2.2.2. Promoting the implementation of state of national cultural development programs of the Ukrainian Cossacks;
2.2.3. The promotion and consolidation of Cossack organizations establish an effective mechanism of their interaction with the executive authorities and local governments, academic institutions and community organizations in translating traditions of the Ukrainian Cossacks in the life of Ukrainian society;
2.2.4. Promoting the preservation and promotion of historical and cultural heritage of the Ukrainian Cossacks;
2.2.5. Promoting the use in educating the youth of the best traditions of Cossack;
2.2.6. Promoting the development and popularization of sports, based on the Cossack traditions;
2.2.7. Promoting the involvement of Cossack organizations in accordance with the laws of Ukraine to participate in disaster management, cooperation with staff of the emergency services, fire and rescue services in emergencies and protect the population from the consequences of the Chernobyl disaster;
2.2.8. Promoting the involvement of Cossack organizations in accordance with the laws of Ukraine in the implementation, together with the parts of the patrol service of the Ukrainian Interior Ministry officials, patrols the streets, other public places, in particular, during public events, public and religious holidays;
2.2.9. Promoting the involvement of Cossack organizations in accordance with the laws of Ukraine to participate in the scientific search and social-work of regional studies to identify new sites on the history of Ukrainian Cossacks, publication of documents on the history of Cossack Ukraine, in particular pedigrees Ukrainian hetman, the leader atamans, colonels and other figures ;
2.2.10. Promoting the involvement of Cossack organizations in accordance with the laws of Ukraine to participate in activities for the restoration, rehabilitation, improvement of cultural and historical monuments of the Ukrainian Cossacks, including the repair of buildings and former Sich on conservation of historic landscapes, places where there were Cossack battle settled the Cossack Sich, and other objects associated with the history of the Ukrainian Cossacks;
2.2.11. Promoting the involvement of Cossack organizations in accordance with the laws of Ukraine to participate in the formation and development of Cossack amateur teams, publishing, holding festivals of Cossack creativity in competitions on the Cossack martial arts;
2.2.12. Promoting the involvement of Cossack organizations in accordance with Ukrainian legislation, to participate in activities to develop and implement new ones, including equestrian, hiking trails associated with the inspection of places and objects that reflect the history and traditions of the Ukrainian Cossacks;
2.2.13. Promoting the involvement of Cossack organizations in accordance with Ukrainian legislation, to participate in the activities of military-patriotic education of pre-conscription youth, soldiers, in conducting advocacy with the personnel of military units, devoted to the celebration of important historical events in Ukraine;
2.2.14. Promoting the involvement of Cossack organizations in accordance with Ukrainian legislation, to participate in physical education and sports, tourism, regional - and cultural-educational work among students in the organization of children and youth of military-sports games, a sports and fitness complex patriotic activities in general and vocational-technical schools;
2.2.15. Promoting the involvement of Cossack organizations in accordance with the legislation of Ukraine to participate in activities aimed at overcoming the homeless children, their children receive education in high schools and Cossack cadet corps;
2.2.16. Promoting the involvement of Cossack organizations in accordance with Ukrainian legislation, to participate in preparing and proposing the assignment of various parts of the Armed Forces of Ukraine and other military formations created in accordance with the laws of Ukraine, honorary titles, associated with the names of prominent Ukrainian hetman, Cossack commanders and atamans;
2.2.17. Promoting the involvement of Cossack organizations in accordance with Ukrainian legislation, to participate in the preparation and production of souvenir products to the significant dates in history of Ukrainian Cossacks and celebrate the anniversary of the life and work of its outstanding figures.
2.2.18. Promoting the use of the established order attributes and symbols of the Ukrainian Cossacks;
2.2.19. Promoting the establishment, in accordance with Ukrainian legislation, the Cossack peasant (farm) and collective agricultural enterprises, agricultural cooperatives, horticultural associations, crafts;
2.2.20. Promoting the cooperation of Cossack organizations with the canonical Orthodox Church, based on the approval of the norms of Christian morality as the basis for the revival and unity of the Ukrainian Cossacks, observance of Orthodox customs and rituals, implementation assistance for the restoration (reconstruction) of churches, convents, parochial schools and other places of worship facilities;
2.2.21. Promoting international cooperation of the Union with similar voluntary associations of foreign countries;
2.2.22. Promotion of legal knowledge among the membership.


3. THE LEGAL STATUS ISO "IUCF"
3.1. ISO IUCF is a legal entity after its state registration in the manner prescribed by law.
3.2. The Union is established for an indefinite period.
3.3. ISO "IUCF" operates according to the Constitution of Ukraine, Ukrainian legislation, this Charter and internal documents of the Union.
3.4. The Union has a separate property, independent balance, accounts in banks, including foreign exchange, has property and other rights under current legislation of Ukraine.
3.5. ISO IUCF has its symbols, which is registered in the manner prescribed by law.
3.6. The Union is responsible for its obligations with all property that he owns and which may be levied under the existing legislation of Ukraine.
3.7. The Union is not liable for the obligations of its members, and members are not liable for the obligations of the Union.
3.8. The Union has the right to:
3.8.1. On their own behalf to act as participants in civil legal relationships, acquire property and other rights and obligations, enter into agreements that are necessary to achieve the goal of the ISO "IUCF";
3.8.2. To be a plaintiff and defendant under the existing legislation of Ukraine;
3.8.3. Hire the employees based on employment or civil-legal agreements;
3.8.4. To represent and defend their legitimate interests and the legitimate interests of the membership in public and private agencies and organizations;
3.8.5. To receive from public authorities and local authorities the information necessary to realize their goals and objectives;
3.8.6. Make proposals to state authorities;
3.8.7. To carry out the necessary economic and other commercial activities by creating a self-supporting agencies and organizations with legal personality, establish the company in accordance with the legislation of Ukraine to comply with statutory goals and objectives;
3.8.8. To acquire and dispose of property and other property to carry out its statutory tasks in the order determined by the current legislation of Ukraine;
3.8.9. Use your own equipment and temporarily transferred to him in possession or use, if such use is necessary to achieve the objectives of the Union;
3.8.10. To receive funding from contributions (entrance, periodic, trust, and any other contributions from members), non-repayable financial assistance, donations, as well as passive income and income from core activities of the Union;
3.8.11. Disseminate information on the activities of the Union, to promote their ideas and goals;
3.8.12. Establish the media in the manner prescribed by law;
3.8.13. Form or join unions, international, all-Ukrainian public (governmental) organizations, maintain direct international contacts and connections, make appropriate arrangements, as well as participate in activities that do not contradict international obligations of Ukraine and this Statute;
3.8.14. Have other rights under the laws of Ukraine.
3.9. ISO IUCF has no independent right to conduct its business, aiming at making profit. Property and assets acquired through business and other activities self-supporting agencies and organizations with the status of the legal person enterprises established by the  Union, used exclusively for the fulfillment of the objectives and charitable purposes and can not be distributed among the members of the Union.

4. MEMBERSHIP IN ISO "IUCF"
4.1. Individual members of the Union shall be citizens of Ukraine, foreigners and stateless persons who have attained the age of 14, sharing the principles and objectives of ISO "IUCF" recognize and comply with the provisions of this Statute, comply with and accepted by the Union in the manner prescribed by this Charter and internal documents of the ISO "IUCF", as well as timely pay membership fees.
4.2. The activities of the Union may include the participate of the collective members, its principles and objectives of ISO IUCF that recognize and comply with the provisions of this Charter, timely pay membership fees, as well as register their desire to join the Union in writing. The order of entry and exit from the ISO "IUCF" collective members, defined by the Regulations on the procedure of entry and exit from the ISO "IUCF" collective members.
4.3. Conditions and procedures for admission to the Union, the termination of membership determined by the present Charter.
4.4. Individual members of the Union may be a person over 14 years.
4.5. The founders of the ISO "IUCF" acquire membership in the Union after its state registration.
4.6. Admission of new members into the Union by the Supreme Ataman on the basis of a written application with the conclusions of the Council of Ataman within one month from the date of application.
4.7. The size and order of payment members and membership fees determined by the Regulations on membership dues to ISO IUCF, which is being developed by the Ataman and approved by the Supreme Ataman.
4.8. Membership in the Union terminated in the following cases:
4.8.1. Voluntary termination of membership in the Union in accordance with the application;
4.8.2. Exceptions to the members of the Union;
4.8.3. Automatic termination of membership in the Union.
4.9. Voluntary termination of membership in the ISO "IUCF" done by submitting a written application to the Union. The Supreme Ataman in case of voluntary termination is not required. The date of termination is the date of application.
4.10. Member of the IUCF may be excluded from the decision of the Supreme Ataman of the Union by the Council of Ataman, if one of the following reasons:
4.10.1. Highlight meet the requirements of membership in the Union;
4.10.2. Violation of obligation to pay the entrance fee and annual membership fees;
4.10.3. Failure to comply with statutory obligations, including violation of the Charter, as well as non-decisions of the Supreme Ataman or violation of rules and regulations adopted by other statutory bodies of the Union, which is mandatory for all members of the ISO "IUCF";
4.10.4. Dissemination of information not corresponding to reality or contained untrue and prejudicial to the interests, honor, dignity or business reputation of the Union;
4.11. The Supreme Ataman ISO "IUCF" sent the expelled member of the Union in writing.
4.12. Termination of membership occurs automatically and requires no decision in the following cases:
4.12.1. Failure to pay annual membership fees of more than 2 (two) years;
4.12.2. Recognition of a person incompetent as prescribed by law;
4.12.3. Entry into force of conviction on a member of the Union has committed an intentional crime;
4.12.4. Death of a person.
4.13. In the case of voluntary termination of membership in the ICO "JPO, exclusion of a member from the Union or the automatic termination of membership, assets and funds transferred by the ownership to the Union, are non-refundable.
4.14. A person whose membership ceased in the Union, by the Supreme Ataman automatically excluded from the Cossack Registry ISO IUCF.

5. RIGHTS AND OBLIGATIONS OF MEMBERS OF ISO "IUCF"
5.1. Members of the Union have the rights:
5.1.1. Participate in the management of ISO "IUCF", through the statutory organs of the Union in the manner provided by this Charter;
5.1.2. To elect and be elected to the governing bodies of the Union;
5.1.3. Participate in the work of local offices (departments) Union;
5.1.4. Get the Cossack rank and wear uniforms (Cossack form) in accordance with the Regulation "On the Cossack ranks and form members of the ISO "IUCF";
5.1.5. Participate in conferences, seminars and other events organized and conducted by the Union on terms approved by the Supreme Ataman or the relevant structural unit of the Union, within its competence;
5.1.6. Using the services and privileges of the Union, as well as all kinds of methodical, consultative and other assistance that may provide the Union, on terms approved by the Ataman. Family members ISO IUCF acquires the status of Cossacks and under the protection of other members of the Union;
5.1.7. Receive methodical, legal and organizational assistance in the implementation of projects or programs approved by the statutory bodies of the Union;
5.1.8. Proposed for consideration at meetings of the Council of Ataman any questions concerning the activities of the Union;
5.1.9. Discuss any questions of the ISO "IUCF", submit to the Union's proposals to improve its operations;
5.1.10. To receive a complete and accurate information about the activities of the Union;
5.1.11. Get help from the Union to protect their legitimate rights and their family members;
5.1.12. Exit from the Union on the terms and conditions stipulated by this Charter.
5.2. Members of the ICO JPO may also have other rights under applicable laws of Ukraine, as well as decisions of the Council of Ataman.
5.3. Members of the Union shall:
5.3.1. Observe the requirements of this Charter and other internal documents of the Union and the decisions of statutory bodies ISO "IUCF", which are mandatory for members of the Union and comply with current legislation of Ukraine;
5.3.2. Pay membership fee in the amount and manner determined by the Ataman, and approved by the Supreme Ataman.
5.3.3. Actively participate in achieving the goals and objectives of the ISO "IUCF", everything to facilitate the Union in its activities;
5.3.4. Avoid actions that discredit the Union, to respect the Cossack brotherhood, healthy lifestyle;
5.3.5. To inform the authorities of the Union of facts known to them, which may affect the activity of ISO "IUCF", as well as the facts of violations of the Constitution;
5.3.6.Vypolnyat other duties as stipulated by current legislation of Ukraine, this Charter and internal documents of the Union.

6. STATUTORY BODIES OF THE ISO IUCF
6.1. The highest statutory body ISO IUCF is a Great Circle (General Assembly), which is convened by the Supreme Ataman once a year.
6.2. In a large circle are involved delegates from the field offices and foreign missions of the Union.
6.3. The number of delegates to participate in a large circle of one branch (representative office) can not exceed 3 (three) people.
6.4. An extraordinary convening of the great circle is convened by the Supreme leader, on its own initiative or at the request of 1 / 3 the total number of members of the Union in any case, if this serves the interests of the Union. The time and place of the great circle, said the General Office of the Union, not less than 15 days. On the eve of an extraordinary large circle required is a meeting of the Council of Ataman.
6.5. Address a broad range by a simple majority of votes of the delegates present at the Union, except for matters stipulated in Clause 10.2 and 10.3 of this Charter.
6.6. The large circle is considered competent if attended by at least 2 / 3 of the elected delegates from each of the local offices of the Union.
6.7. The exclusive competence of the great circle ISO "IUCF" include:
6.7.1. Make changes and additions to the Charter of the Union;
6.7.2. Identify key objectives and activities of the Union;
6.7.3. Create new and eliminate old government of the Union;
6.7.4. Elect and early re-elect members of the governing bodies of the Union;
6.7.5. Deciding on the termination of the Union;
6.7.6. Implement the ownership of the Union in accordance with the legislation of Ukraine and this Statute.
6.8. Between meetings, the great circle leadership of the Union shall Ataman Council, elected by a large circle of the Union for a period of three years.
6.9. Ataman Council shall decide all questions of the Union, except those who belong to the exclusive jurisdiction of the Grand Circle.
6.10. The Board is accountable to the Big Ataman circle, organizes the implementation of its decisions.
6.11. Ataman Council consists of the Supreme Ataman, members of the Council of Ataman, Deputy of Supreme Ataman, local offices and the Chairmen of Foreign Missions.
6.12. Council of Ataman considered authoritative, if attended by at least 2 / 3 of its members. Council Decision of Ataman by a simple majority of members present. In the case of the balance of votes, the voice of the Supreme Ataman has an advantage.
6.13. The Board of Ataman ISO "IUCF" applies:
6.13.1. Develop and harmonize regulations, and other internal regulatory documents, amendments and supplements thereto;
6.13.2. Develop and submit for approval by the Supreme Ataman organizational structure of the Union;
6.13.3. Identify the size and order of payment of dues;
6.13.4. Develop projects address a broad range;
6.13.5. Develop examples of emblems and paraphernalia;
6.13.6. Prepare submission to the Supreme Ataman of the admission and exclusion of members of the Union;
6.13.7. Develop an annual budget of the Union;
6.13.8. Convene a large circle, determine the rate at the circle.
6.14. Ataman Council reports on its work on a large circle. Atamans departments and heads of foreign missions report to the Council of Ataman.
6.15. Also, the Council decides Ataman other current issues of the Union.
6.16. Supreme Ataman, elected (appointed), a large circle of the Union for a period of five years.
6.17. Elected Supreme Ataman on a large circle given Ataman Mace.
6.18. Supreme Ataman provides overall leadership of the Union shall have the right to exercise free power of attorney legal actions, to sign the contract, any other documents on behalf of the ISO "IUCF". To represent the interests of the Union in the state administration and local government, relations with any state or private agencies, institutions, organizations, international organizations, citizens in all matters concerning the Union's activities.
6.19. Supreme Ataman accountable to a wide range and arrange the implementation of its decisions.
6.20. Supreme Ataman organizes the work of the Council of Ataman and presides over its meetings.
6.21. The jurisdiction of the Supreme Ataman ISO "IUCF" includes:
6.21.1. Manage current affairs of the Union;
6.21.2. Sign decisions of the great circle of the Council of Ataman, orders and other financial documents;
6.21.3. Approve the regulations, and other internal regulatory documents, amendments and supplements thereto;
6.21.4. Approve the annual budget of the Union;
6.21.5. Approve the organizational structure of the Union;
6.21.6. Approve designs logos and symbols (symbols of the Union);
6.21.7. Decide  the admission and exclusion of members of the Union;
6.21.8. To appoint officers of the General Office, Deputy of the Supreme Ataman, once agreed with the Council of Ataman and other officials whose election is not the exclusive competence of the large circle.
6.22. Supreme Ataman by the Council of Ataman award orders and distinctions of the Union, appeals to the heads of local governments and public authorities on awarding state decorations of the Cossacks.
6.23. Under the Regulations "On the Cossack ranks and uniformed members of the ISO "IUCF" Supreme Ataman of the Cossack rank assigns a regular member of the Union, and according to the submission of the Council of Ataman extraordinary.
6.24. Supreme Ataman, within its powers, issue orders and instructions, binding on all members of the Union.
6.25. Council of Kantarzhiev (Audit Commission of the Union) is accountable to the Council of Ataman.
6.26. Council of Kantarzhiiv (Audit Commission of the Union) is involved in the Council of Ataman with an advisory vote.
6.27. Council of Kantarzhiev (Audit Commission of the Union) controls the receipt and use of funds and property of the Union, checks the housekeeping activities of the Union, his office and verifying their statements.
6.28. Prepares and submits to the Council of Ataman and a large circle on the findings of the audit.
6.29. Council of Kantarzhiev (Audit Commission of the Union) is formed and operates in accordance with the Regulation on Council of Kantarzhiev.

7. LOCAL BRANCHES OF THE ISO IUCF
7.1. All members of the ISO "IUCF" involved into the local offices of the territorial principle.
7.2. Local branches of ISO "IUCF" are formed and destroyed in accordance with decisions of the Council of Ataman approved by the Supreme Ataman of the Union.
7.3. Local branches of ISO "IUCF" act in accordance with the present Charter and the provisions of the relevant local offices.
7.4. The situation of the local offices are based on the decision of the Council of Ataman approved by the Supreme Ataman of the Union.
7.5. Local offices of the ISO "IUCF" are:
7.5.1. Sotnya - primary department, created in the workplace, school or residence of the members of the Union;
7.5.2. Kurin – the office, which is made up of members of the Union residing in a single administrative-territorial formation - village, town, district in the city;
7.5.3. Polk (Palanca) – the branch, which is made up of members of the Union residing in a single administrative-territorial formation - the city, region;
7.5.4. District (cosh) - branch, which is made up of members of the Union residing in a single administrative-territorial formation - the Autonomous Republic of Crimea, oblasts.
7.6. Local branches and representative offices ISO "IUCF" exercise the following powers:
7.6.1. Implement the goals and objectives of the Union in the territory of certain administrative - territorial entities;
7.6.2. Represent and protect the legitimate interests of the ISO "IUCF" and the legitimate interests of the Union in the state and private agencies and organizations on the territory of certain administrative-territorial units;
7.6.3. Disseminate information about the Union, promoting the ideas and goals ISO "IUCF" in certain political subdivisions;
7.6.4. Implement the decisions of statutory bodies of the Union.
7.7. ISO "IUCF" may form at the territory of other States in accordance with the laws of Ukraine and other states on whose territory they are created.

8. FUNDS AND PROPERTY OF THE ISO "IUCF"
 8.1. Union maintains possession, use and disposal of funds and other property owned by him in accordance with current legislation of Ukraine.
8.2. To carry out statutory activities ISO "IUCF" tools and equipment from the following sources:
8.2.1. The funds or property received from members of the Union free of charge or in the form of non-repayable financial assistance or donations (admission, membership, trust and other contributions from members);
8.2.2. Funds or property received gratuitously or as a non-repayable financial assistance or donations;
8.2.3. Passive income;
8.2.4. Income from activities of the Union;
8.2.5. Subsidies or grants received from state or local budgets, state trust funds or to a charity, including humanitarian aid or technical assistance provided by such a non-profit organizations in accordance with the terms of international treaties, agreed to be bound by the Supreme Council of Ukraine (except for grants the regulation of prices for paid services that are provided in such non-profit organizations or through their beneficiaries under the law to reduce such prices).
8.3. Disposal of property ISO "IUCF" carried out within certain this Charter and the competence of relevant bodies of the Union.
8.4. The risk of accidental loss of or damage to property, which is transferred to the Union in use, is the party that defined the relevant contract (agreement).
8.5. The Union shall independently establish the size and shape of funds. Annual budget ISO IUCF is being developed by the Ataman and approved by the Supreme leader.
8.6. Current expenditure made by the Supreme Ataman independently in accordance with the approved by the Atamans budget (estimates) of the Union. If the current quarterly expenses of the Union over a certain, according to the quarterly budget limit spending by the Supreme Ataman in consultation with the Council of Ataman.
8.7. Tools and equipment ISO IUCF not to be shared between its members can not be used for the benefit of any individual member of the Union.

9. TRANSPARENCY OF THE ACTIVITY OF THE ISO IUCF. ACCOUNTING AND REPORTING.
9.1. ISO IUCF, it has established institutions and organizations are operating and accounting, statistical reporting, registered in the state tax service and make payments to the budget in a manner and amount specified in the laws of Ukraine. The Union shall submit to the established order financial authorities of a declaration on their income and expenses.
9.2. The responsibility for the accounting, timely submission of financial and other reporting rests with the Chief Accountant (Treasurer) of the Union.
9.3. The financial year shall be from 1 January to 31 December inclusive.
9.4. To ensure the principles of transparency and openness of the Union shall apply the following measures:
9.4.1. Basic information about the Union and its activities should be posted on the official site and other media on the bilingual (Ukrainian and Russian). All the resources of the official website of the Union must be open to any interested person (other than the resources provided only for members of the Union). The site should be placed at least the following information:
9.4.1.1. All the internal regulations of the Union (the present Charter, internal regulations, etc.);
9.4.1.2. Annual reports of the Union.
9.4.2. Annual Report of the Union, along with the characteristics of its main activities during the reporting period should contain information on a brief analysis of annual financial statements of the Union.
9.5. Annual report and balance of the Union shall be made in the terms defined by the current legislation of Ukraine.
9.6. Officials of the Union shall be established by the legislation of Ukraine responsible for the accuracy of the data contained in the annual report and balance sheet.


10. TERMINATION OF ISO "IUCF"

10.1. Cessation of the Union may be held by its merger, accession, division, conversion or liquidation in the manner prescribed by the current legislation of Ukraine and this Statute.
10.2. The merger, accession, division, transformation of the Union by a decision of a great circle, if for such a decision by no less than 2 / 3 of all members of the Union.
10.3. Liquidation ISO IUCF by the decision of the Big Circle, if for such a decision by no less than 2 / 3 of all members of the Union, or by court decision.
10.4. Tools and other property ISO "IUCF", including in the event of its liquidation, can not be redistributed among its members and must be transferred to another non-profit organization of the type or credited to the state budget.
10.5. To address issues related to the liquidation of the Union, to address the great circle appoint a liquidation commission.
10.6. ISO "IUCF" is liquidated or reorganized after making an appropriate entry on the termination of the Union in the Unified State Register.

11. ENTRY INTO FORCE OF THE CHARTER, MODIFICATIONS AND ADDITIONS TO THE CHARTER
11.1. This Constitution shall come into force after its official registration.
11.2. Any amendments to this Constitution shall be made to address the large circle in the manner provided by this Charter.
11.3. Changes to the Charter are subject to mandatory state registration.
