Plenipotentiary of International Union of Cossack Forces (IUoCF) in France was appointed on May 10, 2011. According to the order No. 227 of May 10, 2011 issued by the Supreme Ataman of IUoCF, Lt.-Col. Dominique Achard was appointed as Plenipotentiary of IUoCF in France and Nakaznoy Ataman Col. Bernard Dret was appointed as his deputy.

French orthodox priest Dominique Achard, known as Father Leonid, is the Plenipotentiary of International Union of Cossack Forces in France and Main Ataman of French Representation.
